Is Rick Scott the winner or have they not officially called it for him?

No because some Democrats are still foolish enough to think 18 years later that Florida will go their way in a recount when the state GOP controls the levels of government there.

I know its an uphill climb (but considering most of the outstanding votes are in Southern Florida... not impossible depending on the number left)... but it will be so satisfying if Nelson (& Sinema) end up coming back to win!

According to Politico,
for the Senate (and Gov race), there are 7 precincts outstanding and they're all in Bay County (where Hurricane Michael hit) - mostly Republican votes I'm sure.

also, not sure why but they all show an additional outstanding 5 precincts in Miami-Dade for the governors race only.

I don't see how either Nelson/Gillum make this up.

Nate Silver just Tweeted that they're moving FL-Sen from "Likely R" to "Lean R." Sounds like there may be a serious chance that Nelson wins.

Nelson will gain votes. There will be a recount and he will gain even more. I'd like to see a recount just to put a spotlight on Florida election process, win or lose. If he gets close enough he gets a hand recount. What the hell that means legally gives me bad flashbacks to 2000...

AP has not yet called this race because their practice is not to call races when recounts are pending.

He reached hand recount levels earlier today.  The FL Gov race reached machine recount levels today as well.
