At the origin, Joaquin Castro was among the potential Democratic senate candidates to face Ted Cruz who won yesterday night at the term of a campaign during which he labeled O'Rourke as too liberal for Texas where O'Rourke has called for Trump's impeachment (which definitely cost him conservative/independent votes) and has been accused of seeking to abolish ICE.

Meanwhile, Joaquin Castro has opposed abolishing ICE and as a Mexican-American, he might have further increased Latino turnout in Texas, thus making the senate race even closer. The moreover that in a hypothetical poll published in April 2017, he was leading Cruz by 4.

Could Joaquin Castro have defeated Ted Cruz if he was the Democratic senate candidate there? Would his chances have been higher than O'Rourke's?

Castro wins a very close election in the general...but Beto probably still runs in the primary (self imposed term limits), and might beat Castro in said primary.

He just doesn't have the same energy. Partisanship would win out as turnout in the Austin metro is garbage. Less downballot gains in Harris County.
