City rights aren't a thing.  Chicago has made so much progress in the last two years, we can't afford to backslide now.

100% unenforceable on federalist grounds. Chicago can choose to reform its PD as it sees fit provided it does not deny citizens their civil rights

More Authoritarianism. Why is Trump so disappointed in Sessions again? He seems to be doing a great job at moving the country backwards. Isn't that the core of all of Trump's politicies?
