As a president, Nixon by far. Reagan is not much better than Nixon on the moral front given Iran-Contra and working with the Iranians to delay hostage release, and Nixon effected much more positive change during his terms.

Quality of life today is objectively better than it used to be for the vast majority of America.

Quality of life tends to increase over time as a result of increased labor productivity. I would bet that average standard of living was still higher at the height of the 2008 crisis than it was during the most prosperous part of the Reagan administration. It's a relative question.
