What are the brackets for determining what margin a party is allowed to have on seats in Congressional committees (for both House and Senate) based on their numerical majority of seats in the chamber overall?

Also, do all committees have the same number of seats, or do some have more seats overall than others?

There's no hard and fast rule. The majority party pretty much decides the ratios, though the margin on most committees is roughly proportional to the overall margin. Some of the key committees (e.g. Rules, Ways and Means) tend to have larger majorities for the majority party.

In the Senate, I'm pretty sure it's roughly proportional to the overall balance of power. I think the House stacks the deck heavily for the majority party, especially the Rules Committee.
