Heitkamp has incumbency, but Bredesen has led more than a single poll.
I'd go with Bredesen, though I would not be surprised if both end up winning by 1%.

North Dakota is elastic and Heitkamp still the incumbent but I pick Bredesen. He's a tier 1 candidate and Blackburn isn't all that great of a candidate either. Plus he got Davidson and Shelby going for him with outside chance of winning Hamilton, Knox, and Montgomery so his floor is a little higher than Heitkamp.

I'd say Heitkamp, since I could sooner see the race trending back in her favor, whereas Bredesen pretty much has nowhere to go but down. While my current guess is that Bredesen does better than Heitkamp, a late shift in favor of the Democrats would probably benefit Heitkamp more.

Bredesen has, so far, been holding up fairly well, and his polling is consistent with a tossup race. So I think he has the edge right now (for this question), given that Heidi is slipping (although I'm not ruling her out yet).

People's attitudes towards TN seem to be to just add a giant penalty for Bredesen due to TN's heavy Republican lean, but I dunno if that is the right way to view this race.

In my case, it's because polling in TN has often had a Democratic bias, and due to Bredesen's high name recognition, I think the undecideds are more likely to break for Blackburn.
