I'm not sure laissez-faire is the phrase most people associate with the Czars.

The Romanovs were foolish to keep Nicholas II in power after it became obvious he was not fit for his office -- 1905, if not earlier -- and should have assassinated him on their own accord, like they had other unfit rulers like Paul I. From every standpoint, Grand Duke Nicholas Nicholaevich would have made a better tsar.

As to answer this question, Lenin was objectively the more terrible chief executive.
