Cruz was on the downswing already when Wisconsin had their primary. Why did Cruz win there? It was a state that flipped to Trump that November.

Probably Walker's endorsement.

Actually, it wasn't that surprising that Cruz won Wisconsin.
Their Republicans don't like loudmouths, that's why Cruz won.
What is really astonishing is the fact that Trump won West Wisconsin and Cruz East Wisconsin.
It should have been the other way round, as Rubio had won Minnesota, and Trump had emerged victorious in Michigan.

It has to do with the media markets in those states, during the primaries, the WI talk radio market in WOW (and Green Bay to a certain extent) was anti-Trump, as was the MN talk radio market in the twin cities, making the two states outliers relative to the rest of the country. In parts of the state where those local media markets held less sway, the results were more in-line with the national environment.

You can't compare primaries that took place on different dates, since the context changed.

Minnesota was a caucus. That attracts more insiders or movement heavies who are more likely to go for Rubio.

The areas of Wisconsin that border Michigan and vice versa were both won by the same candidate - Trump.

Cruz overperformed in traditionally Republican metropolitan areas of the WOW counties, as well as Grand Rapids Michigan.

The entire state establishment heavily backed Cruz, from Walker at the top down to talk radio at the bottom. The GOP establishment in WI has far more power than they do in other states thanks to their strangehold over the Milwaukee metro area. They even managed to drag Leah Vukmir over the finish line.

Wisconsin hates Trump. The only reason they went for Trump in the general is they hate Hillary Clinton more.
