Id feel a little more comfortable with this is we carved out common carriers, innkeepers and hotels, gas stations, car mechanics and tow trucks, and life saving healthcare providers.

Common carriers, like the USPS have more than 100 employees. That's why I have the employee numbers structured in such a fashion. It's a good proxy.

Most gas stations are chains like Shell, and so on and so forth have >>> 100 employees. In rural areas where the providers are few this would be covered by the distance limitations.

Innkeepers the same. The larger chains would fall under this while this would still permit individual owners to be exempt.

Healthcare providers are the same. Most are public employees, and would thus not qualify under this law. This law would only regulate private employees.

Mechanics and tow trucks. That's a good point. AAA would be regulated under the act to provide service to everyone. I would think that mechanics and tow trucks if they wanted to be AAA approved would also have to do the same.

I think this strikes the best balance between ensuring that people can get the services that they need from providers willing to provide it for them, while at the same time the liberty for business owners to operate their business as they see fit.

Are there any other oversights that you can find?
