Gonna go with my gut here and guess Delaware, as it is usually the least interesting state for most categories.

I was going to say South Dakota but I had forgotten Delaware even exists.

Delaware, no question.

Its gotta be Wyoming. At least in other states you can sometimes get a semi-serious challenge. Not so in Wyoming.

Depends on "level of consideration" Say, Kansas until this year was relatively boring on federal level (almost all seats going Republican for almost decade), but - is very interesting on governor/state legislature level... But generally - yes, Wyoming, Idaho, South Dakota, Delaware, usually - Oklahoma, Mississippi, Vermont (Phil Scott being exception) and Massachusetts (the same for Charlie Baker). Most of "one party" states belong to this cathegory, in fact. By obvious reasons.
