Probably California. Just an easy victory for the establishment Democrat every single time.

At least other one party states have interesting internecine battles (e.g. Alaska, Kansas, New York, etc.)

Nebraska, Louisiana, South Carolina, Virginia (why are all their elected officials so BORING???), Indiana, and New Jersey (now that the worst Republican in the nation left the mansion)

Mississippi and Arkansas should really be more boring than they are.

I think the most boring state has got to have just one CD. You can't even gerrymander it! Out of all those, Wyoming is the one that has voted for the same party for president since 1968, house member since 1979, both senators since 1977, and state legislature since 1977.

Arkansas has seen too many big changes recently to be boring, plus there was that 3/4 requirement for Medicaid or whatever.

Delaware is the right answer because other than Biden its statewide elected officials (Senate, House, Governor) are always completely unmemorable by personality.

Delaware had Joe Biden and the 2010 primary that featured Christine O'Donnell. That rules it out for me.

I'd go with Wyoming, though Liz Cheney's attempt to unseat Mike Enzi was mildly interesting.

Delaware used to have strange combination of R representative and two D sentarors. That R representaitive was close to become senator but did not. With very D big city and mildly R countryside it is mildly interesting.

Most boring is Oklahoma. It has two types of places, Republicans and very Republicans. I know it used to be more interesting.

I second Delaware. The only interesting thing is seeing if Kent County in the middle goes red or blue.

Wyoming comes in second for me. For me the only interesting thing about Wyoming is seeing how strongly the Democrats do in Teton County and comparing that to previous elections, and just waiting to see if Albany County jumps ship and occasionally votes Democratic. Another bonus for Wyoming is seeing how strongly Republican CROOK County goes (very fitting that the most Republican county in the state is named Crook).
