Yes, the two areas are culturally and politically distinct enough. The City has way too much power over upstate issues.

No. Stop with the notion that cities like NY and Chicago are somehow "unworthy" and should be put in a corner to let the rural folks rule themselves.

Upstate shouldn't be it's own state, but if we're redrawing the country, it makes sense to group it in with Western Pennsylvania and Ohio, perhaps.
