Essentially this bill removes the confirmation hearing requirement for Lincoln cabinet officers, but allows the assembly to request a hearing of a nominee if it wishes to do so as well as remove a cabinet secretary. It removes a requirement for new confirmation hearings for existing officers at the beginning of each gubernatorial term, and it allows the Speaker and Lieutenant Governor to serve on the cabinet for the sake of filling offices easier. Lastly, it gives the Governor the authority to merge and split departments however he sees fitting for a certain time. This is a common sense reform bill aimed at saving our time from dealing with these endless hearings all the time.

Because a bill that discourages a key check on the governor by the assembly (confirmation hearings) should not be rushed through by the assembly, I OBJECT TO THE UNANIMOUS CONSENT REQUEST

I will note that this Assembly has already come together to pass legislation speeding up the hearing process, which I and hopefully the speaker will ensure the rigorous enforcement of in the active hearings, however I do like some of the proposed changes in this bill at first glance and will take the time to fully review the language and come to a decision on the bill.

I approve of all the changes minus the strikethrough of Section 2-ix as I do think that the Governor should have the flexibility to adjust the departments according to what he deems as necessary.

The assembly has 24 hours to vote on Wulfric's amendment to section 2-ix only since as the sponsor, I am in favor of the amendments to other sections.
