Only if the State is a garden and you're a shovel, rake, watering can, flower pot, et cetera.

EDIT: Well, I suppose that if you're a Libertarian package of sunflower seeds or an Anarchist lawnmower, you probably wouldn't want to become a tool of the State, so as J. J. said, it's best left to the Communist guys.

You know, my Republican bag of fertiliser decided to spring a hole the other week. Can't say my mother was too pleased. Actually, even the Green floor wasn't happy with having that white powdery junk all over it. Yuck. Talk about a messy clean-up job for my Democratic mop. Now, I was going to use the white-handled mop, but the brown-handled mop demanded equal representation, so I was obliged to honour its wishes. I would have replaced the Republican bag of fertiliser, except that my recent budget issues have...

All right, I'll stop. Wink

And preferably one we don't have to implement much.

Ideally the State should be a tool of the people

Ideally, the state should be such that are willing to serve it.  Unfortunately, Commies want to make that mandatory.
