This bill amplifies the IRL 8th Amendment (whatever number equivalent in Atlasia) by specifically enumerating certain types of illegal torture. The bill contains language to ensure that this is not presented as an exhaustive list and that judicial relief can still be available for such unlisted torture methods via the constitutional ban on cruel and unusual punishment.

There really arent cases on a lot of these. Some punishments like castration and purposeful scaring were common in the US when the 8th Amendment was ratified, as was gibbeting, branding, and whipping. Coerced sterilization and abortion happened in prisons in the 20th century, as did lobotomies. Many of these could become issues  with an evil government.

I strongly support this bill. The punishments that are to be prohibited by this bill are torturous and unconstitutional, and it is clear that they should be forbidden.

I would like to see mandatory minimums in Section II-3 (both for fines and incarceration), but will wait until the current amendment is either adopted or rejected.

With the elevated penalties, I want to ensure that prison workers dont themselves go to prison if budget cuts outside of their control result in chronic underfunding of the food budget. Ramen is the new cigarette as far as prison currency goes, because prisons arent getting enough funding to provide the recommended amount of calories per day to the prisoners. You could argue that this is "starvation" but it is not the prison workers' fault. With water, it may not be feasible to let prisoners on work crews get water any time they ask, so clarifying that to.

Would this trade be acceptable?
