one could make good arguments for any of them....Syria has lead to the most deaths, so I'm going that way.

North Korea. All are horrible, but NK specializes in cruelty towards its citizens, consistently threatens its neighbors with nuclear weapons (which neither Iran nor Syria have), and imperils the stability of global geo-politics.

The Syrian regime has gone above and beyond in brutalising its people during the civil war, so I'm going to have to go with them.

I completely agree, and for that reason, I almost chose Iran. However, because North Korea has nuclear weapons right now, it tipped the scale towards them.
