This accomplishes several things.

1. First off it clarifies the basis for what we have been doing with redrafts all along. You see the thing about getting stuff done here is you have to take 2 or 3 things you are allowed to do and then combine then in ways that enable stuff to get done. However, eventually someone points out it isn't explicitly allowed and for some reason this game has always been rather strict in construction go figure.

2. It amends two sections of the constitution both to clearly allow for redrafts and two to ensure that the chambers have the ability to make rules to clearly establish the process.

3. The rules are by in large a steal from the pre-reset Senate's which date from late 2014. Prior to this the rules and the constitution had a redraft process, but in the name of extreme simplification, they were removed from the rules because "its in the constitution". Well with the reset, it was no longer explicitly in the constitution either. But no one redid the rules to account for the new constitution effectively. So we have had to correct as we go. This is more of that elongated process of updating a rules package designed for a different constitution and a different Congress structure.

4. It includes rules updates for both chambers to state explicitly, what has been handled via Speaker/PPT discretion. The Constitution gives each chamber the power exclusively to make rules for its proceedings. And once again we have crossed that bridge of having complaints raised regarding the absence of a specific/explicit process being in the rules, this time for redrafts. So now they will be in the rules.

5. All three sections have to pass for any one section to pass. The House final vote is applied to both the first section and the House Rules portion. And since there is a Constitutional amendment contained within, 2/3rds is required to pass it.
