Statement from Governor Tmthforu94

A state of emergency has been declared for South Carolina, North Carolina, Virginia, District of Columbia and Maryland in advance of Hurricane Florence. We are also announced mandatory evacuations in designated coastal areas, being at 8 a.m. ET tomorrow morning. These evacuations are for the safety of thousands of Southerners living in areas at high risks. That being said, the effect of Hurricane Florence will be felt across these states and beyond, and I encourage all Southerners in the path of the storm to make preparations now to ensure your safety.

I am also requesting that the President of Atlasia makes a federal emergency declaration to ensure we have federal resources available. We are working closely with local officials to ensure steps are in place to protect our communities and keep The People safe. 

Per the Effective Highway Evacuation Act, I am also authorizing in these areas access to open shoulders of major roads to evacuating vehicles and alter traffic patterns to increase lanes available for evacuation. The Transportation Department will be working with local entities to ensure this is executed smoothly. Our office continues to monitor the storm closely and will do whatever it takes to ensure the safety of our citizens.

UPDATE (9/12): Georgia has been added to the list of states where a state of emergency has been declared.

School Bullying Prevention Act

Section 1. Definitions and Descriptions

A. "Bullying" is defined as an intentional pattern of intimidating behavior that takes place over a period of time on or off school property including a school bus or school-affiliated trip
B. "Cyberbullying" is defined as any act that is written, verbal, physical, or electronic acts that are reasonably motivated by a characteristic of a student, and if the characteristic falls within the below, it may constitute bullying.
C. A pattern of behavior can inflict the following to the afflicted student:
i. Places a student in reasonable fear of harm to his or her person and to that of his or her property
ii. Have the effect of interfering with the educational opportunity or performance of the student
iii. Have the effect of impeding orderly operations of the school, regardless of where the act was committed
D. Creates a hostile environment for the school

Section 2. Prohibited conduct and measures

A. No student shall engage in forms of bullying on or off school property which include school transportation or school affiliated events
B. No person shall engage in retaliation or false accusations against a victim, witness, or other person who has a reliable account of the event
C. Any student, or parent/guardian, who is the recipient of bullying may file a complaint outlining its details, on a form by the local school board, and submit the form to the designated official
i. A procedure to be established for a prompt investigation of student conduct
ii. Description of behavior expected by each student
iii. Procedure for reporting
iv. Response procedure established for a school to follow upon confirmation of the event
iv. Detailed list of series of consequences for any student who commits an act of intimidation, bullying, harassment, or violence, this includes the student being subject to criminal penalties

Section 3. Disciplinary action

A. Any student who was the perpetrator of an act of bullying can be reprimanded by the associated school and local school board
i. This may include expulsion, renewable suspensions by the school and monetary fines to be paid by the parent or legal guardians community service to be performed

Section 4. Resources

A. Any student who was the victim of bullying must be monitored by the appropriate school principal
i. Access to counseling need be instated subsequent to an act of bullying being confirmed
ii. Monitoring of student academic and social performance to prevent isolation or self destructive behaviors

I have vetoed the Southern Democracy Act (special elections).

VETO

Reasons as stated before:
I personally don't support a referendum - I get the spirit behind special elections and I think it is a "flashy" idea, but when it comes down to it, it puts the minority party at a huge disadvantage, as they likely lose a seat if one of their people resigns. Special elections for an election where multiple candidates are elected doesn't promote fair representation. In addition, it slows down the work that the Chamber is able to do. I support some mechanism to encourage the Governor to replace Delegates with people of similar ideology. However, speaking from experience, I don't think that can be "mandated" as it can sometimes be very difficult to find replacements.

I would support some rendition of the Arizona plan if there is interest from the Chamber. I think it is best for the elected composition to remain unchanged, that won't happen with special elections.

I have issued a state of emergency in portions of Florida, Alabama and Georgia that are expected to be hit by Hurricane Michael. Mandatory evacuations are already underway in certain areas. Our administration will be working closely with federal, regional and local agencies to ensure that adequate resources are in place to keep our citizens safe during this time. The National Guard has been authorized and mobilized to provide support in the counties expected to be hit by the storm and we are currently receiving hourly updates from local emergency directors. The executive order ensures that all needed regional resources are made available to assist with hurricane response and prohibits price gouging related to goods that are necessary to prepare for the hurricane.
