Mr Speaker,

The Senate is empowered as a house of review. To grant the power to veto legislation, even with the two-thirds safeguard, is a dangerous proposition. The power of the First Secretary to dismiss the Senate is also extremely dangerous.

I encourage my fellow Deputies to vote against the bill.
