Mr. Speaker,

I present the following bill, to serve as the legislation of the Tory Faction for this meeting of the National Assembly:

Mr. Speaker,

This legislation reflects a clear transfer of power from the elected representatives of the people to a less directly-elected body. This is not a surprising piece of legislation from the Deputy for Buckingham Palace, but it is not an idea we should entertain.

I yield.

Mr. Speaker,

This legislation would be a disservice to the people of the United States by taking their voice away. I encourage fellow delegates to vote nay on this matter.

I yield.

Mr. Speaker,

I see the gentleman from New York is making an exercise in practicality: frustrated in his attempts to introduce a monarchy on these shores, he now elects to give aristocracy a try. These vile designs to silence the voice of the people, by making them subject to the unadvised veto of an unelected chamber of notables, are an extreme affront to the principles of republican governance, and shall not be admitted so long as one honest Whig sits in this house.

I voted that the measure brought by the gentleman from the City of New York and Westchester be defeated.

I yield my time to the chair.

Mr Speaker,

The Senate is empowered as a house of review. To grant the power to veto legislation, even with the two-thirds safeguard, is a dangerous proposition. The power of the First Secretary to dismiss the Senate is also extremely dangerous.

I encourage my fellow Deputies to vote against the bill.

Mr. Speaker,

I wish to echo the sentiments of my colleagues; the Senate is a body of review, not of executive action. To protect the people's democracy, I urge my fellow Republicans to vote Nay on this tyrannical bill.

I yield.

Debate having been closed, the Speaker called for a vote:

National Assembly Vote:

Moving into the final vote, the result was 3 in favor, 60 against. The bill failed.
