Mr. Speaker,
I see the gentleman from New York is making an exercise in practicality: frustrated in his attempts to introduce a monarchy on these shores, he now elects to give aristocracy a try. These vile designs to silence the voice of the people, by making them subject to the unadvised veto of an unelected chamber of notables, are an extreme affront to the principles of republican governance, and shall not be admitted so long as one honest Whig sits in this house.
I voted that the measure brought by the gentleman from the City of New York and Westchester be defeated.
