It was him and Walter Mondale who worked to allow in Vietnamese and other SE Asian refugees in the 70s which is why, for example, St. Paul has a large population of Hmong residents today.

People like him weren't a "species of Republican" or "Democrat"... they were just better than the generations in power today.
