South Africa overall, I have a fondness for this country and its people, though its government is pretty bad. Though I could also separate those into 2 categories.

By culture\general country attributes:
1. Russia (my own culture)
2. South Africa
3. India
4. China
5. Brazil

By government:
1. Brazil
2. India
3. South Africa
4. China
5. Russia

In the end, South Africa edges it out for me, followed by India, Russia, Brazil and finally China.
