Can they overturn it?  The plaintiffs sued alleging that the law was in violation of the state constitution, not the federal one.

Right, which makes it largely immune from Review by federal courts.

Should add it applies strict scrutiny to abortion rights, which is an even bigger deal - it goes further than the undue burden standards of Roe and Casey
