I consider the borders between the Northeast and other regions to be this:

PA-OH
WV-OH
WV-KY
WV-VA
MD-VA
DC-VA
MD-VA

Perhaps with a few Counties shifted in either direction.

Virginia isn't a "non-Southern state" because it now votes for a party that loses other Southern states, and to suggest so is moronic.
