It's going to end up like his random thoughts on guns that he had for a day before the NRA reminded him what his beliefs are, or his promise to sign any compromise bill on immigration. I wish that weren't the case, but he has a pattern here.

He really didn't promise to do anything either. He just said he was strongly considering it. It could also be that he doesn't expect this bill to actually show up on his desk.
