Essentially this makes several things that are harmless and commonplace on the internet not be criminal activities anymore. There is no reason to fine or lock up anyone over these things.

II-1 is common and doesn't seem to cause issue where it happens.
II-2 prevents internet content, especially memes, which contain remixed elements of copyrighted material from being taken down by copyright claim when it doesn't harm the holder of the copyright.
II-3 makes it legal to view websites which may be engaging in illegal activities legal as long as the viewer doesn't commit any other crimes. Viewing alone doesn't harm anybody.
II-4 allows for legal anonymity; isn't harming anybody.
II-5 as long is it isn't with the intent to pirate and sell there is no point to have this be illegal. If it's up there publicly without a watermark it's the uploader's problem.
II-6 allows for mobile phones to be used on multiple networks through modification as long is it's being paid for. If fees are paid it isn't harming the industry and makes switching easier.

It would not make child pornography sites legal, and they can still be taken down with the operators prosecuted, but you couldn't be prosecuted just for being there.
