Relevant senate debate:

I agree with the whole of this bill, it is simply helping reduce the number of non-violent prisoners in our Prisons, treating other prisoners correctly, helping to fight the problem of Rape in prison, reduce possibly police brutality cases against Prisoners, as well as allow the Department of Justice to deport violent criminal undocumented immigrants.  

II-1 is a list of things I don't think federal law enforcement should be wasting their valuable time on. This does not prevent the Regions from keeping them criminalized and enforcing drug bans. But I dont really see a federal power to ban intraregional drug activity and think since federal and regional laws overlap, it makes the most strategic sense to have the federal government withdraw from enforcing the law on these things.

II-2 decriminalizes medical cocaine, but sets minimum doctor licensing requirements.

II-3 eliminates mandatory minimum sentencing for drug possession crimes. Judges can handle it.

III-1 caps phone toll rates in federal prisons.

III-2 adopts a bill Virginia considered this session IRL re: TP and Tampons in prison.

III-3 requires rape prevention guidelines for each prison.

III-4 prevents incarcerated inmates from getting guns.

III-5 is a cost saving measure.

III-6 checks federal prisons for illegal immigrants

IV-1 reduces the jail sentence for aiming a laser pointer at an airplane

IV-2 ends federal prostitution charges and leaves enforcement to the regions

IV-3 eliminates eliminates mandatory minimum sentencing for hate crimes. Judges can handle it.

A like large portions of this, but I do worry this might overlap with some previous bills, especially with the bevy of criminal justice related stuff last year.

Sections II and IV make things that don't need to be illegal not be illegal, or remove overly harsh sentences. Section III introduces standards for prisoner safety and reasonable cost saving measures. I assume but would like to make sure that IV-1 only applies to cases in which no damage was done, correct?

I agree with the amendment - immigration enforcement should be focused on felons as opposed to misdemeanants.
