Freshman Cong Tom Garrett (R-VA) not willing to say whether he will be unexpectedly announcing his retirement ... because he's on a phone call (or pretending to be). Note: Garrett also didn't deny the stories.

Needless to say, good news for the Democrats. Puts a seat that's probably Likely R more into the Lean camp. I would argue that a race in which Garrett isn't running is solidly winnable for Democrats.

The filing deadline has past in Virginia and Garrett is the only Republican in the race. I'm not sure if he could be replaced on the ballot or not.

Whoa, good point. I doubt he ends up dropping out if there's no chance of a replacement, but if he does despite that, then wow, his personal problems are clearly pretty extreme.

can we say best possible turn of events? I bet Tom Garrett has sufficiently scared off a few more donors. I know Cockburn is a terrible candidate but Garrett may be blowing this so much that she could sneak in a super low turnout election because what Republican is going to want to re-elect this guy?
