Miserly is a person whose outward appearance is one of insufficient means.
When Rambo first walked down the highway after finding out that his friend had died in the opening scene of First Blood, he appeared
miserly.
The policeman (Brian Dennehy) tries to move him on because he considered him a
miserly vagrant.
In Australian in the 1920's and 1930's, it was a crime to appear on the street in a
miserly state. The only people allowed on the street after dark were those with gainful employment.
If found, you could be charged simply because you were miserly and ordered to leave back from whence you came.
