Go. I feel like a Senator is busier. They still have constituency work during the recesses.

Governors. They actually have to govern and set a policy agenda. That's also why I would prefer to be a governor instead of a senator.

I would say senators because of the much heavier travel schedule

Governors,  the traveling thing for Senators is overblown because a lot of them just stay in DC all but a few months/weeks of the year.

Plus Congress is regularly out of session, whereas there is rarely any true time off for Governors.

It would vary by state some though, like the difference between governor in Alaska and governor in California.

Senators can be busy if they want to, but they don't really have to be.  That may be part of why sitting governors seem to be a bit less likely to run for president nowadays, and when they do run they enter the race late.  Note how, in 2015, Christie, Jindal, Kasich, and Walker didn't launch their presidential campaigns until June or July, a few months after most of the Senators did.  It's less problematic for a Senator to become a part time Senator, spending much of their day campaigning in Iowa and New Hampshire.

Governors, unless you're talking about like, Texas or something.
