On paper, he seems to out-left Sanders on everything except, strangely, welfare - for which he supports a one-child policy.

It's not the greatest political strategy but it's the most aggressive tactic to take on senator Sanders. Even if he lost to Bernie there's a strong and vocal minority that's sick of the senator bashing the Democratic Party constantly on tv and blames him for costing the election for Hillary. No one is going to beat Bernard in his home state, not even if something sneaky comes out of his personal life. What this signifies is there's enough people even in background territory that are sick of the senator and hope for better change.
