I'd much prefer an instant runoff system. Rank the candidates so a separate runoff election is not necessary. A whole new election just to force a majority is a waste of resources, and when lower turnout in the runoff occurs, it is kind of defeats the purpose of the whole affair.

Good idea, but preferably, we would have Instant Runoff Voting with a clause to override the result if a Condorcet winner exists, but lost under the IRV system.
