Utah's actually quite elastic, especially for the region; I think it might be more elastic than any state bordering it, except maybe Colorado. Idaho is the really inelastic Mountain West state.

Mississippi seems like the correct answer here, closely followed by Alabama. Doug Jones' win is up there on most impressive electoral accomplishments of the 21st century.

No need to kill them, just use them correctly. Political elasticity is basically a measure of how many truly swing voters are in a jurisdiction. One appropriate measure is to look at the number of ticket spitters in an election. Another is to compare the vote deviation from the PVI over time, where higher average deviations reflect greater elasticity.

California. Democrats have an iron-clad lock on every statewide office there for the foreseeable future. They have no equivalent of Doug Jones or Jim Hood.

Are Hawaii and/or DC more likely to vote GOP than California? Hawaii has no Republicans statewide or in the State Senate.
