Deviation is +/- 5% in order to give more leeway to eliminate county chops. Apportionment is based off a simple formula: (2010 census population for a state divided by one million; the resulting number is rounded to the nearest integer that is larger than 0)
County splits are discouraged and must be avoided when practicable.
Maine and Nebraska are errors on the map; in reality Nebraska has 2 seats, and Maine has 1.
