Cheney's a heart transplant survivor, so I suppose he has health limitations.

Giuliani was stiffed by Trump when it came to appointments, and doesn't want to appear to be a beggar.  He's also a guy who probably doesn't view becoming part of the Trump Administration as something that will add to his personal legacy.
