I'd have to go with Brian Schweitzer.

Jerry Brown- California was considered a disaster before he took power and fixed it. He was the man California needed. Also, isn't Schweitzer considered more of a blue dog than Bullock?

Not at all. Schweitzer, economically, was one of the most left-wing governors in recent history, especially of a right-leaning state. He supported free college tuition and single-payer before it was mainstream. He's strongly anti-war and opposed the Iraq war. He opposes NSA domestic surveillance.

But, he's also pro-gun and supported the Keystone pipeline, which made him appeal to conservatives. He also opposes Obamacare, but only because it doesn't go far enough.

If you actually employ the metric of which state saw the most dynamic growth/development, the answer is without a doubt Rick Perry.

That's a dumb metric though, and Perry is a HP.

I'll vote for Haley Barbour though.  His leadership during Katrina and the BP oil spill were invaluable.  Both of these events impacted Mississippi harder than Louisiana, but everybody remembers the Louisiana perspective because poor leadership in the Pelican State intensified these tragedies x10.  Mississippi didn't have to suffer the same fate due to our stellar governor.
