Putin. Duerte's urging citizens to kill drug dealers on their volition with no evidence required was the most evil thing a leader of a developed country has done recently.

Duterte is democratically elected and will almost certainly be leaving office once his term expires, so he's less harmful than Putin who completely dismantled democracy in Russia. Duterte can be replaced  by a non-terrible President and Filipino democracy will survive.

To be fair, it's not really about "marriage quality". Putin's law equating gays with pedophiles has led to mass abductions and beatings, as homophobes feel they have a license to treat homosexuals as if they are child molesters. However, I agree there is no comparison to Duerte, who is a vile killer.
