Endorsements for our candidates, right? And from any non-running candidate? I assume the PM is to make sure the endorsements are reasonable for the candidate.
3. you have a maximum of 6 Ads per Turn
Is there any penalty for using all 6 per turn?
4. Players are encourage to post, for each round, a schedule for the Month. It can be as in-depth as an hourly itinerary for the candidate, or it can be as general as a summary of the entire Month
Is each turn one month?

Yes, yes, and yes.
What's the downside to using all 6 ads as opposed to less?

You won't be able to use them as a way to get your record across if you have only attack ads per turn, which will be a double edged sword. Same for if you use them for positives about your record.
It's encouraged to do all 6, if you want, then? Just not all attacking or positive?

Sorry for all the questions, I've not played an election game like this before.

Good morning, America! I come before you today to announce my candidacy for the Presidency of the United States! Yes, I'm running again. Don't believe you have to choose the lesser of two evils. Choose the positive good. We're running a people's campaign and if everyone dissatisfied with both similar parties votes for us, we will win in a landslide. For All of Us! Vote Green in 2004! Thank You!
