Here's how states would be apportioned (EV count shown, seat count is 2 less) if Wyoming (least populous state)'s current population were used as a base. This map is based on 2017 estimates.

How many seats total in this case?

I know that based on the 2010 Census, it was 545 seats total, but you seem to be using different numbers.

I used a 2017 estimate. I took the 2017 estimate for each state, divided it by Wyoming's 2017 estimate, rounded to the nearest whole number, and added 2.

I'm fairly certain that Hillary would have barely won, which I suppose makes this EC more representative than the current one.

I once crunched the numbers for a Wyoming Rule presidential elections, and in 2016, Trump still wins 370 to 280 (out of 650 votes, and assuming Maine's 2nd district still goes to Trump).

Interestingly in 2000 Bush and Gore would've tied.

Had the 2000 presidential election been based on a 2000 Census apportionment, Bush would have won on the basis of winning more states no matter how many representatives were apportioned. That is the 2000 population of Bush states and the 2000 population of the Gore states was almost identical.
