I would first off like to thank Peebs for assisting with the writing of this bill. This bill attempts to fix several of the problems with the previous act. Among other things this bill:
-Establishes a procedure for parties to expelling members
-Reduces the missed election clause
-Reduces the lame duck session
-Reduces the move between region clause
While I understand that some of you may not support everything in this bill it is my hope that we can work out a workable final bill before the upcoming election.

Can we please get some debate going on this bill that would enact highly important changes to our electoral system.

What are the main changes from the Federal Electoral Act of 2016?
Among other things this bill:
-Establishes a procedure for parties to expelling members
-Reduces the missed election clause to 2 (this would not be retroactive)
-Reduces the lame duck session to one week
-Reduces the move between region clause to 120 days and ensures it doesn’t expire upon deregistration.
While I understand that some of you may not support everything in this bill it is my hope that we can work out a workable final bill before the upcoming election.

I wasn't sure if those were the things that were changed, or if they were just key components of the bill.

Very arousing proposals--I like them all!

A question, has anyone gone "fine-toothed comb" over this to make sure there aren't any errors?

Peebs took a look at it and she made some changes to the proposed bill.

I have a concern about the way that the lame duck session is reduced. In December, that could be right during the Holidays.

I am open to moving up the election in December to the first weekend instead of the second weekend in December. This may also help increase voter turnout in December elections.

I would caution though, that be it week 1 of a new congress or week 2, having that holiday period come during a Congressional session is like having limbs amputated in terms of getting anything done. No matter how you slice, one Congress a year is going to eat that, but right now it comes at the tail end of a Congress (Week 6 or 7).

Section 14 point 6 of the proposal

That is a change that was not mentioned. People should read the proposal carefully. I think currently the number is 3. Why try to make it difficult for small parties. It should be three.

This thread lacks debate on some long standing rules. If the missed election is reduces to four months/ two elections, the consequence could be a smaller population since deregistration will happen fast.

I certainly respect the growth of smaller parties but you need to have a certain size in order to have appointments to Congress be practical. Also if your going to be a major party how much harder is it to get 5 members then 3.

I have a simultaneous piece of legislation on the floor - the Party Organisation Act, which divides political parties into three categories - minor, major and 'established', with much more clarity as to the reality of that situation.

For that reason I'd suggest an amendment to strike the relevant passage from this Act.

Don't make it more difficult for small parties to exist and be visible. A criteria about size should not be about possibly appointing people to Congress. It's possible for parties to exist without the goal of having a big presence in Congress. If you are talking of appointments following a vacancy, that is a side effect of treating seats as "party seats" and not the candidate's seat.

Should I consider this as offering such an amendment? We have like seven amendments right now for whole session.

I move to assume sponsorship. I'll read the whole text tonight and I may offer an amendment or two.

These edits seem quite minor, but I think I support it in any case.
