This bill is a carbon copy of a bill that I have previously proposed in the house which passed but was sadly shot down in the senate. The major components of this bill are as follows:

-Prisoners bill of rights- we will eliminate any abuse such as torture that is unjustly imposes on some individuals under police custody.  This bill of rights also endures prisons have appropriate temperatures and allows transgender prisoners to be housed in the prison corresponding to their gender identity.

-Eliminating jail sentences for drug use- instead of housing individuals that have drug abuse problem in prison we will give them the help they need in rehab.

I reintroduced the bill that passed the house not the original bill.

I do fully support the section on protecting the rights of prisoners, but I am concerned about how the drug rehab program will be funded.

I am personally opposed to this section because prisoners in solitary confinement are put there for a reason. A lot of them could be highly dangerous to fellow prisoners and we do not need an increase of prison violence. Thus I propose removing this section.

1. Torture would be considered mental or physical abuse.
2. I respect those concerns but solitary confinement can be inhumane so I believe it’s important prisoners should have the right to spend some time with others.
3. As we are no longer spending money to house these prisoners we would have that money available to pay for rehab.

I don't have any particular objection to letting prisoners insist on being referred to as 'her' I guess, but does this mean they'd then be automatically eligible for transfer to the institution for the opposite gender? That's a far bigger issue and one that needs discussion. With rigorous psychological and medical evaluations, maybe, but I'm deeply skeptical of adopting the modern woke stance of "you are what you identify as" when it comes to the incarcerated.

And... wear what they want? This is a prison!

Prison uniforms should be streamlined no matter what gender the inmate is. There is no changing that.

Personally, I believe that Rep. Oakvale's amendment is a bit extreme, but I do approve of Rep. AZ's amendment. So a Nay to Oakvale's proposition, and an Aye to AZ’s.
