What if cigarettes weren't invented, and instead tobacco consumption remained in the forms of pipe smoking, cigars, and chewing tobacco. Would the tobacco industry ever become as big as it did in 1885-1963? Would the absence of smoking bans be the norm for as long as it was in real life?

Tobacco was already big before the advent of cigarette rolling machines made it possible to cheaply sell pre-rolled cigarettes.  It's difficult to see how those machines could be butterflied away or how the idea of cigarettes could be avoided. Big tobacco didn't invent tobacco, it invented big. If it were possible to remove the cigarette from history, then tobacco would have remained the province of small-scale tobacconists rather than large-scale tobacco conglomerates.
