If it was a special election, they might as well try. Since it's happening at the same time as all the others, they shouldn't bother. Way better targets to focus on.

Well, it is a special election, if one that's occurring with the rest of the 2018 elections.

State Senator Karin Housley is not a bad B level candidate, probably better than Pawlenty with all his baggage ,  but in this environment this remains a Likely Democrat seat. Unless someone wages a bloody primary against Smith (seems unlikely) or she makes a serious blunder (first time running on her own so it's possible) she should win.

What's the floor for Republicans in statewide Minnesota elections?

Mark Kennedy, who represented Bachmann's district before she did, got 37% running against Klobuchar in 2006. The rural areas have gotten more Republican since then, so the floor nowadays is probably around 40%, and Bachmann would probably get around 42% running against Smith.
