Why did Aroostook county vote yes on the minimum wage but no on Medicaid expansion, even though the Medicaid expansion did better than the minimum wage initiative in 2016?

Why did Aroostook county vote yes on the minimum wage but no on Medicaid expansion, even though the Medicaid expansion did better than the minimum wage initiative in 2016?
Maybe lower turnout in 2017? Voters without a college degree are notoriously low-turnout, especially in off-year elections.

ME-02 still voted for the initiative, albeit by only 4%.

Yeah but Penobscot county, also in Maine 02, went from no in the minimum wage law to yes on the Medicaid expansion.
Penobscot is home of Bangor, which has a lot of college-educated voters, so maybe turnout was up there, but down elsewhere.
