This has had me thinking.

Hypothetically, let’s suggest that Obama resigned on November 9, 2016 to let Biden have the job he always wanted, it only for a little while or something (you can see why it would never happen). It wouldn’t make sense for Biden to nominate a VP with just two and a half months to go, so who would swear in the Senate?

Just curious.

Yeah, most likely the president pro tempore, but it could also just be whichever Senator is designated to be the presiding officer that day.
