Well, since I was the original creator of the bill, I'll answer. I suppose the intention would be that the Governor breaks the tie. Though at first, I didn't want to give the Lt Gov voting power, I was pushed into adding it, so if the incumbents would like to remove the section about him them being a voting member instead being a tiebreaking member, by all means, change it.
