The Democratic party needs to keep 2018 a referendum on Trump and the GOP congressional agenda. The one thing which could derail them next year is a slew of further revelations like the Franken one, which, even if bipartisan, would lead to an atmosphere of "Congress is sh**tty" in general, rather than a mood specifically directed against Republican congressmen. The anger of college-educated women especially needs to be kept harnessed against the GOP for Democrats to have a shot at flipping the house.

It could cost the DFL, but I'm not sure it will be costly anywhere else.

Probably not. Franken is handling his scandal very well. Not saying what he did was ok but that his apology was very authentic and healing. Plus he was forgiven by his accuser.
