Something else to consider. The unemployment rate is now higher than the RL one was in the FY2016. So that would balloon the deficit significantly.

I think a good starting point for us would be healthcare, as it is one-sixth of the nation's economy and recently saw a major overhaul.  Although we might not have a good picture of how much the country spends on healthcare overall until the regions craft their own plans and internal healthcare costs (such as delivery) are addressed, in the long term we should spend significantly less on healthcare than the US does now.

When discussing the format for the template, we need to have something has reasonable groupings or categories of spending so that it is easy to have debates over those matters. If these are two broad, it will make debating such spending matters difficult and if two narrow, make the budget far too long and complex to swallow.

It comes into effect with the fiscal year of 2018, which began on 1 October 2017.

I personally think Yankee's template is better.  We need detail and the budget needs to record where these funds are going.  Medicare and Medicaid were consolidated this year.  That has to be on record.

I, personally, will be taking a short leave of absence, but I unequivocally support this template.
