Based on the 2016 results, I think the last electoral vote to stay Republican would be NE-03. If we were to apply the largest popular vote margin in history (26.2% in 1920) to the 2016 results, I think the Democrats would win everything except western Nebraska.

WORKING CLASS WHITES!  Haha, seriously, the GOP is still strongest in the Plains and upper Mountain West, and that includes dominating the EDUCATED and SUBURBAN areas in those states.  That won't change.

There is nothing that suggests that AR and KY are still "Democratic states at heart" or some garbage like that. WY and ID could at least trend or become D if there are major demographic changes or weird migration patterns in the next decades. Keep in mind that these states aren't very populated, so you're more likely to see a VT 1992 redux here than in states like AR or KY.

Also, nowadays the GOP is just as strong in KY/TN/AR as it is in the Plains and WY/ID, whether you like it or not.

The states south of the Mason-Dixie line have historically been subject to much larger swings and populist movements. The interior plains have not had this kind of history. It would make sense to expect the interior plains to continue their long GOP streak.

I'm not so sure about that. In 1960, Vermont had never voted democratic, and Mississippi republican. Now they have for 7 elections straight. It's not out of the question that Democrats could capture the plains.

Utah, Wyoming, and Idaho probably for the next 100 years will not vote D. The south can flip if the Dems run a Southern Democrat obviously and the great plains are more viable than the mountain west excluding the listed states.

Wyoming: I just find it a miracle that there's even one Democrat elected in either of the state's legislatures.
West Virginia: This was Trump's largest victory, by 42%, so if a Democrat won this state again, I'd be surprised.
Idaho: See Wyoming.
Utah: See Idaho
Oklahoma: Every county in the state has voted for a Republican since 2004, so it will most likely repeat this trend, for generations to come.

The only state that I'm REASONABLY sure will not vote D again in my lifetime is Wyoming. I could also see Idaho or Oklahoma not voting D in my lifetime, though they're less likely. however, I'm 100% sure Nebraska's 3rd Congressional District will not vote for a Democrat in my lifetime. It's kind of silly to say that any state will never vote one way ever again, because re-alignments do happen, and so do demographic shifts and population changes. I'm positive that no state will literally never vote for a Democrat again, although Nebraska CD-3 may hold out for hundreds of years to come.

Just based on PVI:

  • Oklahoma
  • Wyoming
  • North Dakota
  • Idaho
  • Utah

West Virginia completely shifted politically as the coal and energy industries (and the Democrats' views on the energy industry) changed, so I'm hesitant to lock it in the "safely red" category when one industry is such a crucial political factor in the region.

It's very hard to say a state will never vote one way or the other, they are few and far between. For instance a few have said Kentucky but Kentucky went for Dema as recently as Bill Clinton.

But I'd say Wyoming, Utah and Oklahoma are the best bets.
